Each may be right about the other, but Howard Dean comes across as actually mentally ill, doesn't he?
Howard Dean was booted out of Democratic primaries in the race for President in, as I recall, 2004, in part because he screamed like maniac. In the above clip, he seems to be working hard to prove his detractors right.
If he isn't mentally ill, he is certainly obtuse.
